WhyCross-contact is a kitchen-surface and handling problem. No planning tool can observe it, so no planning tool can certify it.
InsteadDietary categories work as planning filters. The safety conversation happens live, with whoever is cooking.
Fail closed on hard stops: capacity, allergen boundary, official conflicts
WhyA quietly degraded plan is more dangerous than a refused one, because it still looks like a plan.
